Cambodia: Youth Livelihood Programme Coordinator

Main responsibilities are:

  1. Programme development support: contribute towards the overall design of youth livelihood projects at VSO and shape the development of current projects. Help identify appropriate partners for programme delivery and carry out consultations with communities and other primary actors.

  2. Programme co-ordination for all youth livelihood projects to make sure operational targets and project aims are achieved and meet the programme quality standards. Work to maximise volunteer learning and development impact in line with VSO Cambodia country strategic plan and ICS quality framework.

  3. Stakeholder management and communications: work to raise VSO’s profile and manage mutually beneficial partnerships for ICS implementation, including management of community and partnership development. Manage knowledge and information flow between different levels of the programme.

  4. Manage all internal and external project reporting, monitoring and evaluation including preparing regular donor outcome progress updates and designing monitoring tools as per project need.

  5. Lead the financial management and monitoring of the ICS Livelihood Projects.

  6. Staff management and support: lead a team of up to 4 staff, providing effective line management and coaching and mentoring as and where required.

  7. Volunteer support and management: provide additional support to volunteers, as and where required.

  8. Design and deliver training to various stakeholder groups to support the effective implementation of youth livelihood projects.

  9. Ensure VSO policies and health and safety standards and procedures are implemented throughout the projects, including reporting as per ICS and VSO requirements.

Skills, qualifications and experience required

Proactive and able to motivate and lead others, the ideal candidate will possess strong technical knowledge of the Livelihoods sector. You will have excellent communication and people management skills, strong project management and reporting experience and familiar with budgeting processes and standards of financial good practice. Excellent written English is a must. You will be flexible and willing to travel and work outside of regular working times when required.
