Job Title: Global Lead - Social Accountability

Job responsibilities

Leadership
* Provide leadership in VSO on Social Accountability to ensure programme effectiveness and learning.
* Work with the Social Accountability Core Approach team and PDP colleagues to develop and continually review VSOs approach to Social Accountability in programming, engagement and leadership.
* Model being a people first practitioner.

Draw on evidence generated through our work to contribute to VSO’s thinking on Social Accountability
* Facilitate the articulation and regular review of VSOs ToC’s from the perspective of Social Accountability.
* Support the articulation and review of VSOs approach to Social Accountability, in concert with the people first framework, our social inclusion and gender, resilience and relational volunteering for development approaches.
* Work with the Knowledge for Impact and Core Programme Area teams to identify high level indicators for the organisation on Social Accountability and work with them in the analysis of evidence arising from our programming practice.

Systems thinking and sustainable development
* Liaise with other members of the PDP team to ensure our approach to, and thinking about, SA is understood as fundamental to sustainable development systems.

Programme quality
* Support country offices to improve programme quality through the integration of Social Accountability approaches, and in developing standalone Social Accountability programmes
* Provide support and advice to programmes to improve programme design and quality through interventions, particularly in signature programmes
* Employ and enhance the use of a systems and accountability approach to programme design.
* Identify trends in achievements and constraints in SA across the organisation and develop appropriate strategies to capitalise or address with the core approach team.
* Develop a pool of people with SA expertise that programmes can access for tailored and specialist SA programming advice.

Knowledge management
* Promote the generation and or use of quality internal and external evidence, practice and learning within VSO, particularly through the SA core approach team but also through other core area and core programme teams.
* Create opportunities to learn, share knowledge and innovate. Build organisational expertise in SA programming.
* Disseminate knowledge and insights emerging from programmes, MER and external knowledge exchange throughout VSO, especially into programme and policy, reporting, monitoring evaluation and research, advocacy, communications and fundraising.
* Develop learning reports to guide strategic decision making, corporate planning, monitoring and evaluation, advocacy and reporting.

Promote good practice
* Develop systems and processes to share learning from our development practice and to learn from others’ practice.
* Facilitate the application of learning into practice and reflective practice (ref. People First Framework).
* Advise on core programme frameworks and signature programme development
* Facilitate access to knowledge experts.
* Support in the analysis of SA data and evidence generated by out M and E systems at country, regional and global levels.

External communication and influencing
* Identify opportunities for strategic partnerships (including coalitions and alliances) to support our programme work through provision of volunteers, joint programming, shared research, learning and funding.
* Develop effective networks and strategic partnerships in SA development globally, as well as in the role of volunteering in SA and facilitate programme engagement in the same.
* Represent VSO at conferences, workshops and task forces and or support programme actors participate as appropriate.

Skills, Knowledge and Experience

Essential:
* Extensive experience of direct work in social accountability, participation, governance, and/or peace/conflict in the South; supporting research, planning and implementation of programmes at all levels.
* Experience of working in a developing country.
* Understanding of current issues and thinking about the role of Social Accountability in enabling change towards reducing marginalisation and impoverishment of people, demonstrates skills and knowledge at equivalent level to a post-graduate qualification.
* Analytical thinking and ability to plan strategically from an organisational and transformational perspective.
* Confident and articulate in systems thinking and working with theories of change.
* Able to adapt communication style to different contexts and audiences, including internal and external stakeholders, present complex information in a user-friendly way, both verbally, in writing and visuals.
* Experience of project management ie planning, review, and evaluation of grass roots development work.
* Experience of supporting programmes and measuring impact.
* Able to handle complex workload including doing own administration.
* Team working skills: able to build strong working relationships across a large complex global area, and work collaboratively as a member of several teams.
* Able to motivate, manage and develop colleagues; self motivated.
* Commitment to VSO’s vision, purpose and values, particularly with regard to people first, inclusion and gender.
* Confident in articulating a clear gender analysis.
* Evidence of being capable in modelling participatory practice.

Desirable:
* Track record mobilising resources for programming (people, support, funding).
