Strategic Leadership, Representation and Policy dialogue
Participate actively in VSO’s Global Leadership Team, working collegiately with peers across VSO as well as actively networking and influencing externally in Cambodia and Thailand in line with the organisational agenda.

Contribute to raising the profile of VSO in country and proactively seek networking with key people/bodies. Assess and respond innovatively to a fast changing external environment.

Proactively engage in evidenced-based influencing, alliance building and policy dialogue with relevant country partners in the government, civil society and beyond, on strategic issues of common interests in particular the promotion of volunteering for development and the programme areas covered by both country operations.

Programme Development and Implementation
Lead the development and implementation of quality programming in Cambodia and Thailand in line with our country strategy 2019-2023 for Cambodia, our people first framework, our core approaches and our volunteering model, and building on organizational learning from our core programme areas and global leadership work. Coach team members to develop coherent, strategic programmes.

Lead the development and management of VSO’s partner portfolio in Cambodia, using VSO’s Partnership framework as a basis for ensuring high-quality partnerships that contribute to high quality programming and positive impact for primary actors. This may include leading multi-partner consortia/alliances.

Accountable for grant start-up, implementation and closure in Cambodia and Thailand, ensuring compliance with donor contractual conditions and VSO policies, including appropriate reporting and monitoring.

Leadership, Engagement and People Management
Lead, manage, engage and develop our people in Cambodia and Thailand, developing, coaching and mentoring team members as appropriate. Ensure our people-related policies are implemented in line with VSO’s country and global requirements

Ensure staff and volunteers continuously engage with and are aligned to VSO’s People First Strategy, People First Framework and Principles and Performance Management; build and maintain a collaborative partnership culture between primary actors, staff, volunteers and partners, including feedback mechanisms and adherence to VSO standards

Business pursuit
Develop a strategy that maximises and increases the external funding and collaborate with VSO’s business pursuit team and our country management teams in Cambodia and Thailand to lead business pursuit – identifying new funding sources, cultivating donor relations, and developing quality funding submissions.

Financial and Resource Management
Accountable for budget, resources and assets, ensuring financial controls, procurement procedures and value-for-money are in place and in line with VSO, and donor and host government requirements.

Governance & legal Compliance
Ensure full legal compliance in all governance areas in Cambodia and Thailand – NGO registration, tax, employment, health and safety, insurance, and internal VSO requirements

Safeguarding, Security and Risk Management
Commit to safeguarding and take a zero tolerance approach to abuse and harm. Accountable for emergency, and risk planning management in Cambodia and Thailand, ensuring security plans are developed in collaboration with our global duty of care team and ensuring staff and volunteer awareness and compliance.
