Strategic planning, implementation and leadership:
Lead the strategic design, implementation and review of an evidence based Country Signature Proramme (CSP) with clear articulation of VSOs theory of change and mandate in the Sierra Leone context.
Partnership, networking, liaison and representations:
Establish and strengthen effective partnerships with Government, CSOs, INGOs, corporates, academic research institutes, Consortia to achieve the changes sought through the CSP.
Programme Development and M&E:
Lead the development of the country programmes providing sound methodological and technical support to ensure participatory approach in programming. Effectively implement planning and review of programmes that ensure - the efficient and effective use of inputs and resources; the timely delivery of proposed outputs; smart grants management; the ongoing participatory assessment of outcomes; and high quality monitoring and reporting.
Resource Mobilisation and Management
In close collaboration with the country director, business development / funding team:
Support develop and monitor the country funding strategy to ensure that country funding portfolio is secured and in line with the CSP and funding targets. Support production of good quality and competitive funding proposals and respond to call for proposals. Support Programme Development and Partnership Manager / Business development / funding team in developing a Country Funding Plan that maximises the opportunity to access the funding required to achieve the CSP objectives and facilitate innovation. Ensure compliance with funding and donor requirements. Engage effectively with the donor to access the size and type of resources required to deliver the CSP results. Ensure that effective grant management systems are in place and are consistent with the overall programme fund seeking and management policy.
Human resource management and organisational development:
In close collaboration with the HR and Recruitment Managers
Provide leadership support to the programme team and promote best practices in human resources and team building. Develop and manage a staff and volunteer structure and portfolio that is fit for the purpose of delivering the CSP results and facilitating innovation.
Financial planning and management
In close collaboration with the in country finance manager and country director
Be accountable for budget, resources and assets, ensuring financial controls and cost effectiveness are paramount and programme budgets are managed within VSOs global financial management policies. Ensure the effective phasing and timely spend programme /project budgets. Oversee the development and implementation of annual country budgets and ensure best value for money in spending
Procurement, logistics and ICT:
Support Operations and Finance to comply with procurement policies and procedures for all programmes related procurements. Support country office team to ensure systems are effective in achieving best value solutions, mitigate the risk of fraud and conflicts of interests, and fulfil the requirements of the programme's donors.
Other Duties - Deputise for the Country Director or other colleagues as required. Assist or take leadership in emergencies as required, working closely with the Country Director and other team members. Fulfil other appropriate level responsibilities as defined by the Country Director from time to time.
